Meet The Team

Isaac L. Hernandez

President, Co-Founder

Experience

Isaac brings over 25 years of proven operational and technical expertise to Scout Drone USA. During his service in the Marine Corps as a Chemical, Biological, Nuclear and Radiological (CBRN) specialist, he held various leadership positions with increasing responsibility nationwide and overseas. He deployed in numerous operations such as Operation Tomodachi, Iraqi Freedom, and Enduring Freedom. Both Isaac and Scout Drone co-founder, Tim McClure, served together in the Marine Corps in various complex missions and are a proven leadership team. Throughout Isaac’s military career, he used a diverse selection of unmanned remote sensing systems and robotics to improve operational effectiveness, safety, and efficiency. His military experience translates into solving complex issues by applying his expertise using innovative unmanned technology to help with your projects.

Timothy McClure

Vice President, Co-Founder

Experience

Tim’s extensive background includes more than 20 distinguished years in the Marine Corps. His primary expertise in Operations and Logistics throughout his Marine Corps career is a foundation for Scout Drone’s ability to lead teams in the field successfully and to manage complex projects. Like Scout Drone’s co-founder, Tim also utilized remote sensing technology in his military career and understands how to apply drone technology to solve various commercial needs. In his civilian career, he’s conducted daily operations and managed a team of professionals that shipped combat-ready gear and equipment all over the world in a moment’s notice. He supervised the inventory of a $500 million dollar account as the Unit Issue Facility (UIF) Manager aboard Marine Corps Air Station Miramar, California. His background and expertise directly complement the use of unmanned technology in commercial applications. His drive and passion for technology-driven solutions support you in meeting your goals.

Gary Reed

Senior Advisor / Board of Directors

Experience

Gary provides the team of Scout Drone and its clientele with over 30 years of valuable Marine Corps leadership experience spanning a diverse technical and operational background in both peacetime and conflict.  He has acquired expertise from the beginning of his career as a small unit infantry leader, then being promoted as senior leadership providing critical support to the small unit infantry leader. Gary has personally utilized, employed, and endorsed unmanned remote technologies ranging from small handheld drones/bots to logistical resupply K-Max unmanned helicopters. Gary has seen firsthand the unique and vital tool that each unmanned platform provides in a tactical military setting and how they can translate to commercial applications.  Gary has had the privilege to serve in the Marine Corps alongside Scout Co-Founders (President Isaac Hernandez and Vice President Tim McClure). As a member of the Board of Directors, Gary is aware that this team operates on a “Mission first, people always” foundation and will be a great asset to your project.

Wing Cheung, PH.D.

Senior Advisor / FAA Drone Pilot

Experience

Dr. Cheung brings 15 years of experience in GIS, remote sensing, and UAS data analysis as a senior advisor for Scout Drone USA. Dr. Cheung is a Professor of Geography and the Co-Founder of the Drone Technology program at Palomar College. He is also the Coordinator of the Geographic Information Systems (GIS) as well as the Environmental Studies programs.

Dr. Cheung is the Principal Investigator of the National Science Foundation (NSF) funded Unmanned Aircraft Systems (UAS) Technician Education Program. He currently serves on the advisory board of the NSF funded National Center for Autonomous Technologies. He also leads Palomar College’s participation in the Federal Aviation Administration’s (FAA) UAS Integration Pilot Program as a partner on the City of San Diego’s project, which brings governments and private sector entities together to test and evaluate cutting-edge drone applications in the national airspace system.

He authored over 16 publications and presentations on a variety of UAS-related topics including drone imagery and data analysis; choosing the right drone logbook; Low Altitude Authorization and Notification Capability (LAANC); LiDAR; Coastal Flood analysis with UAS data; humanitarian applications of UAS; drone education; and UAS mapping and photogrammetry software.

Mark Bealo

Senior Advisor / FAA Drone Pilot

Experience

Mark has over 25 years of experience in video production and digital imaging. Mark is also a Professor of Graphic Communications at Palomar College and the primary instructor and curriculum developer for the introductory and advanced Digital Imaging with UAS courses.He was integral in getting Palomar College selected in the Federal Aviation Administration (FAA) UAS Integration Pilot Program. The FAA program brings governments together with private sector entities such as UAS operators to test and evaluate the integration of civil and public drone operations into our national airspace system. The program assists the U.S. Department of Transportation and FAA to craft new rules that support more complex low-altitude operations. Mark applies his expertise in video production and digital imaging to Scout Drone as a senior advisor ensuring projects include the latest innovations and quality assurance.

Kenji Stinson

Operations Manager / Business Development Specialist / FAA Drone Pilot

Experience

Kenji’s background includes six years of drone piloting, three years in the technology industry as an electrical engineer, and five years in the creative industry as a photographer and videographer. He has managed multiple multi-disciplinary engineering teams and creative production teams. Kenji has also used his expertise in marketing to help various businesses and organizations optimize their online presence and increase engagement with the public. Kenji’s education, and prior experience as an engineer and pilot for a drone startup will support Scout Drone USA from a highly technical perspective, utilizing his knowledge to communicate with customers, lead missions, and research growth opportunities.

Blake Bonaguro

Experience

Blake is a licensed FAA Drone pilot with over two years experience with the Unmanned Aircraft Systems (UAS) program at Palomar College. As part of the UAS program, he and his team won Best Aerial Video at the San Diego County Fair for one of his projects. He has six years of customer service experience in various positions, most notably helping to train team members and solving service issues. He applies that extensive customer service experience to Scout Drone projects to ensure clients are well taken care of and get the drone data they need.

Brian Rowe

Experience

Brian has over seven years experience flying drones and has logged over 450 hours of flight time. He completed the Unmanned Aerial Survey (UAS) program at Palomar College and his studies included Digital Imaging With Drones,Geographic Information Systems, and Multi-Spectral Image Capture/Analysis. He earned his Part 107 UAS Certificate from the Federal Aviation Administration (FAA) in August 2018 and scored a 100% on the certification test. Brian also has 12 years of Professional Skydiving experience and has 6,000 logged jumps. He is well versed in safety and can handle high stress situations calmly. Brian is very enthusiastic about the advancement of drone technologies and looks forward to finding creative ways to solve your project needs.
